Objective of the Conference

The Evaluation Office of the United Nations Development Programme and the Brazilian Ministry of Social Development and Fight Against Hunger, co-hosted the Third International Conference on National Evaluation Capacities. The theme for this conference was Solutions to Challenges Related to Independence, Credibility and Use of Evaluation.

The objectives of the conference:

  • To share experiences, challenges and solutions from programme countries with national M&E systems, including countries that may be considering creating one
  • To identify lessons and challenges in implementing national M&E systems and the use of evaluation
  • To identify supply and demand for technical assistance in strengthening institutional capacity for national M&E systems under the umbrella of South-South and triangular cooperation

The 2013 Conference discussed solutions to challenges related to independence, credibility and use of evaluations.

Lessons and outcomes are summarized in the conference proceedings, which will further contribute to knowledge sharing and South-South cooperation among countries that are strengthening their evaluation-related efforts. This report provides a conceptual framework for the conference theme in order to introduce and support the discussions and experiences shared by papers submitted by participant countries. To increase relevancy for policy makers, this report presents a set of select papers by conference participants and provides country examples that support its analysis.
